Citadel: Planting a Bug is obtained by talking to Emily Wong in the Citadel Tower on the Citadel, after you provider her with Fist's files for Citadel: Reporter's Request. You need to plant a "bug" in Citadel Control, located within C-Sec. Once done, return to Emily Wong in the Citadel Tower.
