A Cost Resource in video gaming, especially in 4X strategy video games, is a resource that the player must manage and expend in order to govern.

Two examples of this are the "Gold" currency, and the "Happiness" modifier in the Sid Meier's Civilization series ("Health" in Sid Meier's Civilization: Beyond Earth), both of which must be managed to a net positive in order to govern effectively.
